Kleinert, CEO -
Appointed
head of Goldman, Sachs’ Municipal Trading
Desk in 1991 and elected a General Partner of
the firm in 1991 and served in that capacity
until the end of 1997 when he became a Limited
Partner. Previously
traded various municipal products at Goldman
from 1982‑1990.
Mr. Kleinert earned a Bachelor of
Science degree in Chemical Engineering from
Princeton University.

J. Mastriani, CFO/Chief Legal Officer since
September 2004.
Previously Mr. Mastriani was a
corporate and structured finance attorney with
Skadden, Arps, Slate, Meagher & Flom LLP
in New York for over 6 years.
He has extensive experience in the
consumer finance and financial services
industry.
Graduate of Georgetown University.

Peter Ragan, VP -
For over twenty years, Mr. Ragan has
been managing partner of a collections law
firm and has been responsible for litigating
many reported cases in the creditor’s rights
arena. He earned his law degree from the Seton
Hall University School of Law in 1974 and
since graduation has practiced primarily in
the area of creditor’s rights.

Peter Ragan, Jr., President of Velocity
Investments -
Since May of 1998 he has managed the law firm,
Ragan & Ragan, PC’s volume legal
collection practice and has handled cases
involving all aspects of a creditor’s
rights, collection and bankruptcy practice.
He is a graduate of Seton Hall University
School of Law and earned a Masters Degree in
Business Administration from Monmouth
University in 2000.
